Project Engineer

The ideal candidate for the Project Engineer role is a technically proficient professional with a BS in civil engineering or construction management. You must be an expert in the project lifecycle, managing submittals and RFIs while coordinating between the design team and field operations. This role requires proficiency in construction software like Procore or e-Builder and a solid understanding of water/wastewater infrastructure standards.
Role Summary:
The Project Engineer provides technical engineering support to the construction management team on assigned task orders. At 0.43 FTE per year (less than half-time), this is a specialized technical resource deployed on an as-needed basis for engineering analysis, constructability review, change order cost analysis, and technical problem resolution. This role is typically filled by a licensed Professional Engineer or experienced EIT with water/wastewater infrastructure expertise.
Primary Responsibilities:
- Review contract drawings, specifications, and geotechnical reports for constructability issues and potential scope ambiguities prior to construction
- Provide technical engineering analysis in support of change order evaluations; assess cost reasonableness and schedule impact of contractor claims
- Review and provide technical recommendations on contractor shop drawing submittals requiring engineering-level review
- Analyze field conditions identified by inspectors or the Construction Manager that may require design modification or engineering judgment
- Coordinate with the design engineer of record on RFIs requiring engineering-level response; draft technical RFI responses for PM review
- Support materials testing program oversight: review test results, identify failing trends, and coordinate remediation with Construction Manager
- Review and evaluate contractor schedule analyses, time impact assessments, and float consumption claims
- Provide technical support for project closeout: review of as-built drawings for engineering accuracy, punch list item evaluation
- Assist with force account work documentation and verification of contractor labor, equipment, and material costs
- Attend pre-construction meetings and technical coordination meetings as requested by PM
Minimum Qualifications:
- BS degree in Civil Engineering or closely related engineering discipline required
- Minimum 5 years of engineering experience in water, wastewater, or stormwater infrastructure design or construction
- Professional Engineer (PE) license in the State of Georgia preferred; Engineer-in-Training (EIT) with relevant experience considered
- Familiarity with ASCE, AWWA, and Georgia EPD standards for water and wastewater infrastructure
- Experience reviewing contractor submittals, evaluating change order requests, and performing construction cost estimating
- Proficiency in civil engineering analysis tools and Microsoft Office Suite
- Strong technical writing skills; ability to produce clear engineering memoranda and field reports
- Experience with federally funded water infrastructure projects (WIFIA, EPA, SRF) preferred
