Document Controller

The ideal candidate is an organized Document Controller with 3+ years of construction experience and proficiency in Procore, e-Builder, or SharePoint. This role requires managing high-volume document flows, including RFIs, submittals, and as-built drawings across multiple projects. You must be detail-oriented with a strong understanding of federal compliance, specifically managing WIFIA, EPA, and Davis-Bacon records to ensure audit readiness and successful project closeout.
Role Summary:
The Document Controller manages all project documentation systems for assigned task orders, ensuring complete, accurate, and current records are maintained throughout the project lifecycle. At 3.45 FTEs per year, this role supports multiple concurrent active projects. The Document Controller is the operational backbone of project record-keeping, supporting Davis-Bacon compliance documentation, WIFIA audit readiness, and eventual project closeout package assembly.
Primary Responsibilities:
- Establish, operate, and maintain the project Document Management System (DMS) for all active task orders; enforce document naming conventions and version control
- Log, track, and route all contractor submittals (shop drawings, product data, samples, O&M manuals); monitor review cycle times and ensure timely return
- Maintain the project RFI log; track status, assign response responsibilities, and flag overdue items to the Construction Manager
- Receive and log weekly Davis-Bacon certified payroll certifications (WH-347) from construction contractors; flag missing or incomplete submissions to PM
- Upload required compliance documentation to DWM's WIFIA portal on the established monthly schedule; maintain complete federal audit trail
- Maintain contractor as-built drawing files; track receipt of red-line markups from inspectors and ensure currency of compilation
- Support monthly CM progress report preparation by compiling document status summaries, submittal logs, and RFI logs
- Assist with assembly of project closeout packages: O&M manuals, warranties, as-built drawings, test reports, and compliance documentation
- High school diploma required; Associate's or BS degree in Business Administration, Construction Management, or related field preferred
- Minimum 3 years of document control experience on construction or infrastructure projects
- Strong organizational skills; demonstrated ability to manage high-volume document flow across multiple concurrent projects
- Familiarity with federal project documentation requirements (WIFIA, EPA, or FHWA compliance documentation) preferred
- Attention to detail and accuracy in record-keeping essential
- Receive, date-stamp, log, and file all incoming contractor communications, correspondence, and notices
- Maintain project photo library; organize by project, date, and subject matter
- Maintain First Source New Employee Tracking Forms and employment records for compliance reporting
Minimum Qualifications:
- High school diploma required; Associate's or BS degree in Business Administration, Construction Management, or related field preferred
- Minimum 3 years of document control experience on construction or infrastructure projects
- Strong organizational skills; demonstrated ability to manage high-volume document flow across multiple concurrent projects
- Familiarity with federal project documentation requirements (WIFIA, EPA, or FHWA compliance documentation) preferred
- Attention to detail and accuracy in record-keeping essential
- Experience with construction document management platforms (Procore, e-Builder, SharePoint, or equivalent) required
- Working knowledge of construction submittal and RFI processes
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook) required
