Construction Inspector

The ideal candidate is a reliable Resident Construction Inspector with at least 4 years of experience in public water, sewer, or stormwater infrastructure. Required qualifications include OSHA 10/30 certification and a valid Georgia driver’s license, with a strong preference for NICET or GDOT credentials. This role demands a detail-oriented professional capable of managing full-time on-site oversight, digital field reporting, materials testing coordination, and Davis-Bacon payroll verification across active DeKalb County project sites.
Role Summary:
The Construction Inspector is the highest-volume role in this contract, representing 72% of all estimated hours and approximately 29 full-time equivalent positions per year. Inspectors provide continuous full-time resident inspection on active construction projects throughout DeKalb County's water, wastewater, and stormwater infrastructure program. This role is the operational core of the contract. Staffing depth and candidate pipeline availability for this classification is the single most critical factor in subcontractor qualification.
Primary Responsibilities:
- Perform continuous full-time on-site inspection of all construction activities for conformance with approved plans, specifications, and applicable codes
- Observe and document earthwork, excavation, pipe installation, concrete placement, backfill, compaction, and surface restoration operations
- Witness and document materials testing activities; coordinate with independent testing laboratory for scheduling and results tracking
- Produce comprehensive daily field inspection reports documenting weather, crew sizes, equipment deployed, work completed, quantities placed, and open issues
- Issue Nonconformance Reports (NCRs) for work not meeting specifications; track contractor corrective actions to documented resolution
- Interview construction workers to verify Davis-Bacon prevailing wage compliance; review + log weekly WH-347 payrolls
- Monitor and document contractor compliance with applicable environmental permits, NPDES stormwater controls, and erosion/sedimentation requirements
- Coordinate with DWM O&M field staff during tie-ins, pressure tests, disinfection activities, and system commissioning
- Photograph construction activities and non-conforming conditions; maintain organized photo documentation log
- Observe and document CCTV pipeline inspection activities; verify defect logging accuracy and completeness
- Review and verify contractor-submitted quantities vs. independent field measurements for pay application certification
- Maintain as-built red-line drawing markups and deliver updated sets to Construction Manager weekly
- Attend weekly OAC meetings and provide field status updates
Minimum Qualifications:
- High school diploma / GED required; AAS or BS degree in Construction Tech, Civil Eng Tech, or related preferred
- Minimum 4 years of experience as a resident construction inspector on public infrastructure projects
- Demonstrated experience inspecting water distribution, sanitary sewer, or stormwater infrastructure construction
- Working knowledge of construction inspection practices, materials testing, and NPDES stormwater compliance
- Confined space entry certification preferred for projects involving manholes, vaults, or below-grade structures
- OSHA 10-Hour Construction certification required; OSHA 30-Hour preferred
- Familiarity with Davis-Bacon Act prevailing wage requirements and WH-347 certified payroll review
- Proficiency in field inspection reporting software and digital photo documentation
- NICET (Water/Wastewater Construction Inspection) preferred; or Georgia DOT Materials and Testing certification
- Valid Georgia driver's license required; reliable personal transportation to project sites
