Construction Manager

The ideal candidate is a hands-on Construction Manager with 8+ years of experience in water/wastewater infrastructure and a BS in Civil Engineering. As a PE or CCM with OSHA 30 certification, you must be a technical expert in Procore, Georgia EPD standards, and WIFIA compliance. This role requires managing multiple concurrent sites, supervising inspectors, and coordinating complex system shutdowns and contractor schedules.
Role Summary:
The Construction Manager provides day-to-day technical management of active construction projects, bridging field inspection operations and DWM project management. At 3.45 FTEs per year, this role requires multiple concurrent individuals across different active task orders within the DWM CIP portfolio. The Construction Manager is the primary technical authority on site for construction sequencing, contractor coordination, and quality compliance.
Primary Responsibilities:
- Provide technical oversight of construction contractor operations for conformance with contract documents, approved submittals, and applicable standards
- Manage resident inspection staff (Construction Inspectors) on assigned task orders; review and approve daily field reports
- Conduct and document pre-construction meetings, progress meetings, and coordination meetings with contractors and DWM engineering staff
- Manage the submittal review process: log, track, and coordinate timely review of shop drawings, product data, and samples
- Manage the RFI log; coordinate technical responses with the engineer of record and DWM; maintain response time compliance
- Review contractor change order requests for scope validity and cost reasonableness; prepare written CO recommendations to PM
- Verify Davis-Bacon prevailing wage compliance; review weekly certified payrolls (WH-347) and conduct worker interviews
- Oversee CCTV inspection programs for pipeline work; review and certify inspection reports
- BS degree in Civil Engineering, Construction Management, or related field (or equivalent experience)
- Minimum 8 years of construction management experience; at least 4 years on water, wastewater, or stormwater infrastructure projects
- Familiarity with Georgia EPD permit requirements, GDOT standards, and local utility coordination protocols
- Experience with WIFIA, EPA, or federally funded water infrastructure projects preferred
- Professional Engineer (PE) or Certified Construction Manager (CCM) preferred
- Proficiency in document management platforms (Procore, e-Builder, or equivalent)
- Review contractor schedules; monitor progress against baseline; identify and report critical path delays
- Oversee materials testing and special inspection programs; coordinate with independent testing laboratory
- Coordinate with DWM O&M operations staff for system shutdowns, bypasses, tie-ins, and out-of-service notifications
Minimum Qualifications:
- BS degree in Civil Engineering, Construction Management, or related field (or equivalent experience)
- Minimum 8 years of construction management experience; at least 4 years on water, wastewater, or stormwater infrastructure projects
- Familiarity with Georgia EPD permit requirements, GDOT standards, and local utility coordination protocols
- Experience with WIFIA, EPA, or federally funded water infrastructure projects preferred
- Professional Engineer (PE) or Certified Construction Manager (CCM) preferred
- Proficiency in document management platforms (Procore, e-Builder, or equivalent)
- Demonstrated experience managing active construction on multiple concurrent projects
- OSHA 30-Hour Construction certification required
