Construction Project Manager

The ideal candidate is a  Project Manager with a BS in Civil Engineering and 10+ years of experience in water/wastewater infrastructure. This is a part-time oversight requiring a "heavy hitter" to manage DeKalb County DWM relationships and ensure strict compliance with WIFIA and Davis-Bacon Act regulations. As a PE or PMP, you will serve as the primary strategic lead for $20M+ programs, overseeing multi-prime contractors and high-level financial reporting via Procore or e-Builder.

Role Summary:

The Project Manager serves as the senior project lead responsible for overall task order delivery, client communication with DeKalb County DWM, and coordination between the construction management team and the CIP Program Management Team. This is a part-time oversight role (approximately half a full-time equivalent per year) typically filled by a firm principal or senior project executive.

Primary Responsabilities:

  • Serve as primary point of contact with DeKalb County DWM project manager and CIP Program Management Team on assigned task orders
  • Develop, manage, and update project schedules, budgets, and scope of work documents for each task order
  • Chair or co-chair weekly Owner-Architect-Contractor (OAC) progress meetings; prepare and distribute meeting minutes
  • Review and approve all monthly CM progress reports prior to submission to DWM
  • Manage subconsultant and subcontractor scope, schedule, and budget compliance
  • Identify, document, and escalate project risks, scope changes, and schedule impacts to DWM
  • Oversee Davis-Bacon Act and WIFIA compliance monitoring and reporting obligations
  • Review and approve contractor pay applications and change order recommendations before submission to DWM
  • Ensure First Source Jobs Ordinance compliance and monthly employee tracking form submissions
  • Coordinate with Hawk Construction project executive on contract performance, invoicing, and compliance filings
  • BS degree in Civil Engineering, Construction Management, or closely related field
  • Minimum 10 years of experience in construction project management, with at least 5 years on public infrastructure or water/wastewater projects
  • Prior experience on federally funded projects with WIFIA, EPA, or similar agency oversight preferred
  • Demonstrated experience managing multi-prime construction programs exceeding $20M in construction value
  • Professional Engineer (PE) license or Project Management Professional (PMP) certification preferred
  • Experience with DeKalb County or Atlanta metro government clients strongly preferred
  • Proficiency in construction project management software (Procore, e-Builder, or equivalent)

Minimum Qualifications:

  • BS degree in Civil Engineering, Construction Management, or closely related field
  • Minimum 10 years of experience in construction project management, with at least 5 years on public infrastructure or water/wastewater projects
  • Professional Engineer (PE) license or Project Management Professional (PMP) certification preferred
